Actually, Miraculous can change skin color, if it holds a meaning to the transformed person, just like everything else in the transformation.

This is Mudekudeku. She’s a previous Ladybug, and when she transformed, her skin turned red with black spots. This is because she is an OmuHimba, and the Himba people use

paste; a red paste used to clean the skin, as well as protect against the sun and mosquitos.

The Himba people are famous for the

paste, so Mudekudeku’s transformation includes a version of that, since it’s a part of her heritage.

Judging from Mayura’s name and blue skin, I’ll bet her wielder is of Indian descent, or has a connection to Indian culture, as the name Mayura means peacock in several Indian languages, and Hindu gods often have abnormal skintones, including blue. Peacocks are even associated with a good handful of Hindu gods
